For posts on Public Health England Civil Service terms and conditions, on appointment the starting salary is normally the minimum point (see salary range above). This will be dependent on the successful candidate’s current salary and terms and/or equivalent experience. The Civil Service pay structure and progression is different from NHS Agenda for Change, most local authority pay grades and other systems which have annual pay increments. PHE is bringing together its national scientific laboratories and headquarters to create one of the world’s leading centres for public health science in Harlow, Essex, in the heart of the London and Cambridge life sciences corridor. Between 2021 and 2024 all posts based at the Porton, Colindale, Skipton and Wellington House sites (except positions in Centres & Regions) will move to PHE Harlow as part of this major development. As an executive agency of the Department of Health, Public Health England wins a significant proportion of its funding from grants, contracts and royalties.  Our mission to protect and improve the nation’s health and wellbeing includes provision of an integrated, nationwide capability across the public health spectrum. Our capabilities and remit range from health protection and emergency preparedness to consultancy, information and intelligence to public health teams in local authorities and the health service, government and the security services. Key activities include commitment to research, data collection, analysis and dissemination in order to generate useful information resources for public health investment plans particularly in clinical networks, local authorities and the NHS, but also to a significant international client portfolio.

The Business Development Department is responsible for promoting the extensive range of products and services provided by PHE to external customers, and closely supporting the operational directorates and departments in achieving their commercial and financial goals.   Business Development Managers play a crucial role in identifying new business opportunities, communicating with potential customers, managing key accounts, and developing partnerships with industry and others to translate PHE intellectual property into improved health outcomes.

We are looking for an enthusiastic individual with a proven track record of developing commercial opportunities in the health sector, preferably with expertise in the knowledge economy, and offering solutions to leading health, research and pharmaceutical organisations. You will have a strong scientific and business track record, a sound knowledge of intellectual property and contracting issues and, ideally, business development experience gained at senior level in relevant sectors.

The post holder will be expected to work proactively with colleagues at all management tiers with varying levels of commercial experience in order to generate compelling and creative revenue opportunities.  This is a challenging role that offers excellent prospects for the right candidate. We would expect degree of flexibility in working arrangements as the role supports PHE’s activity nationally.
