Summary

The Intellectual Property Office (IPO) is looking for an experienced team leader, preferably with experience of policy development, to head up our Knowledge Exchange (KE) and Education Policy team.

We want everyone to understand that Intellectual Property (IP) matters. The successful candidate will develop policy interventions to ensure that researchers, educators and students understand the value of IP assets and make a full contribution to the UK’s societal and economic growth.

The Knowledge Exchange (KE) and Education Policy team is based within the Innovation Directorate. The purpose of the Innovation Directorate is to help people to make informed decisions about their own and others’ IP. The directorate is responsible for much of the outward facing work of the IPO.

The IPO is an Executive Agency of the Department for Business, Energy & Industrial Strategy (BEIS). It is responsible for the examination and granting of applications for UK patents, trade marks and designs. It also has the cross-government lead for IP policy.

You will work across the IPO to develop, implement and evaluate policy objectives and build relationships with a range of external stakeholders and colleagues in other departments to ensure that IP is included in policy thinking across government.

IP provides inventors, creators and entrepreneurs with the confidence to innovate knowing that they will reap the benefits of their investments. UK investment in IP rights reached almost £64 billion in 2016 and studies have shown that industries that rely on IP have accounted for over a quarter of UK employment and almost half of GDP. It creates jobs and economic growth and is helping to propel Britain to the forefront of global innovation.

Additional Information

This role will be carried out remotely due to current Government restrictions.

Some attendance at our office in Newport will be necessary when the current situation finishes.
You will be required to pay for travel and associated costs to your main office base.

The frequency will be determined when we have completed a review of our working arrangements.

Job description

The Head of Knowledge Exchange (KE) and Education Policy will:

• Lead and manage a small team of policy advisors through support, advice, direction and challenge.
• Develop and implement policy ensuring that researchers, educators and students have access to the advice and guidance they need to get the fullest benefit from their IP. Specifically:
- Build IP capability in higher education, so researcher understand the role of IP in research collaboration and commercialisation.
- Update and maintain our good practice guidance on Intellectual Asset Management for Universities
- Build on our UK and international research collaboration toolkits to support universities and businesses to collaborate and make informed decisions about IP ownership
and exploitation.
- Ensure young people learn about IP through our IP Education Framework and developing our support for teachers and educators.
- Work with the Department for Education (DfE), Department for Business, Innovation and Industrial Strategy (BEIS), Devolved Administrations, and standards-setting
organisations (e.g Quality Assurance Agency for Higher Education (QAA)) to embed teaching and learning about IP.

• Advise senior managers and Ministers, provide advice and analysis for BEIS and other colleagues.
• Work closely in collaboration with colleagues in other directorates and other government departments (especially BEIS) on the KE, Education and innovation agenda.
• Fulfil a leadership role, as a contributing member of the senior leadership team in the Innovation Directorate.
• Manage the devolved KE and Education budget and attend monthly finance meetings.
• Contribute to ID’s corporate governance e.g contribute to the development of the ID risk register and corporate plan reporting.
• Develop and improve the understanding of the economic value and commercial importance of IP.
